how do I get our health insurance company to pay for a hot tub?

My husbands has had major back surgery and when we go to the hotels and he sits in them, he can walk and move so much better...

You don't. Hot tubs aren't covered. I know, you'll say that you saw ads on tv telling people they can get hot tubs covered. Those are from companies trying to get people to commit Medicare fraud - or just trying to sell you the hot tub, and not absolutely GUARANTEEING that Medicare will pay for it.
