What should someone do if he/she is unable to afford it? Also, wouldn't such a law actually hurt the people it was supposed to help?

It would be a way to tax those making less than $250,000, I mean $200,000, I mean the middle class, I mean ...oh, never mind. It makes spreading the wealth easier.
