Instead of employers giving their workers health insurance, why not give them extra pay so that workers?

could buy the insurance plan they want to get? Does it cost more when you buy it as an individual vs. when the employer gets it?

You're forgetting the fact that A LOT of people already do buy their own insurance. Self-employed, part-time workers etc.
