How can you have insurance, but not have health care?

We were talking about the Obama Health Care Speech in Poly Sci class the other day and the teacher kept saying how just because you have health insurance doesn't mean you have proper health care. Can someone please elaborate on this because I do not understand...

In our current system, health insurance does not cover many diagnostic tests. Also, most health insurance limits what they will cover. 1.5 million people that will go bankrupt this year from medical expenses all have health insurance. 30% of medical claims are denied by insurance companies. If you have high deductibles, you still may not be getting basic care, because you can't afford routine visits or perscription drugs.
