Regarding universal health insurance for all Americans,would Medicare and Medicaid be expanded?

Those 2 government run health insurance programs have been in existence since the 1960's,and,each state has different ways of managing them.One way they get managed is that when all us working Americans get a paycheck,there's always a certain amount that's a payroll deduction listed on our paystubs.It's the same with Social Security. If a new government health insurance program comes into existence,what would it be called and how would it be paid for? Would it be an expansion of Medicare and Medicaid?

From what I've been hearing about Congress's progress, it appears that if the government takes over, they would cut back on the medicare for older Americans. In their minds, the money should be spent on health care for the younger generation since the older ones will die off soon enough anyway. That's what is done in most of the foreign countries that have this type of government run health program. They will pay for the new program by raising taxes. They are already talking about a surcharge on the 'rich' to start and since that won't be enough, the taxes will trickle down to everyone.
