Wont the US government help you pay your car insurance if you cant afford it? Isn't car insurance a basic human right?

It's not the same. Car insurance is only required if you drive. You can choose alternative modes of transportation and thus avoid having to purchase auto insurance. You can't be forced to buy insurance just because you're alive.
