Blue Cross might actually be cheaper than the other options because it's a local company. Aetna offers specific doctor by a cheaper cost (ask if you're in their Aexcel network range) and has incredible online support and preventive medicine tools. Kaiser is also great, but their network may be a bit more limited tha Blue Cross and Aetna.
