Proof of residency for health insurance purposes?

What qualifies as proof of residency for health insurance purposes? My boyfriend is moving to Iowa from Nebraska and has a pre-existing condition. He has been covered under health insurance in Nebraska his whole life but now wants to move to Iowa to gain residency prior to starting school here. In order to qualify for insurance in Iowa he needs to be a resident for 60 days. What will qualify as proof of residency? Does anyone know? THANKS!

as far as I know any type of bill (electric, water, gas) with the address on it will work
