My little cousin is visiting from Toronto, Canada. He has Canada's universal health insurance ...he got sick while vacationing in the U.S, and went to the ER. Will his insurance cover this? Please explain how this works. Thank you!

Canada doesn't HAVE "universal health insurance". It's not insurance. It's government run clinics, for legal residents. To use it, you have to go to one of the (Canadian) government run clinics. So no. He has no insurance to cover this. Sorry.
