If they only have to make it available then how is it any different than now? Insurance is available to me if I pick up the phone and call an insurance company.

You will still be able to get insurance. It will cost you more and cover you less. We Working People are so screwed. But the Senior Citizens and Elderly are really going to get Nailed.
