Are all government solutions "to tax working people more"? What's the difference between an insurance rate increase to pay for those without insurance and a tax increase to pay for those without health insurance?

They're proposing to fund things by fining people like me that can't afford health insurance up to $3,800 a year for not buying into their insurance scam. I might as well quit working and go on the public dole when they do that, let the people dumb enough to still work and pay taxes pay my way.... where's my check?
