Can US citizens obtain the European Health Insurance Card (EHIC), and if so, where?

I will be traveling to 6 different contries in September, from the US, and would like to obtain the EHIC if available.

You are only entitled to the EHIC if you are a resident in the EU and pay taxes. If you don't live in the EU, you can't have an insurance card. Good luck.
