Is any healthcare plan that pays for or augments health insurance just gov't welfare for insurance companies?

Is health insurance the answer or should there be a more fundamental change to the system?

Yes there should be a more fundamental change, but that won't happen. Insurance companies run the country. In the meantime at least some relief for the middle class should be a priority. A single payer government run insurance pool will probably work best. It wouldn't need to run at a profit and it could considerably simplify costs and insurance processing. As long as its run well, and for that we need some competent people in Washington.
