Even if poor people are given health insurance policies at the tax payer's expense how are they going to afford to use it with deductibles, co-pays & co-insuance to cover?

You are absolutely right. And if the insurance companies have to lower their premiums, that will mean higher deductibles, co-pays & co-insurance. They will get their money from somewhere. Even Medicare has a deductible and a 20% coinsurance. Many senior citizens have to purchase another plan to pay for what Medicare does not.
