my mother is sick (possibly dying) but refuses to get tests done as she has no medical insurance...$100 would be too much....is it possible to get health insurance for less than that, monthly?

Sure, there's Medicaid and Medicare, if she's over 65. That's it. No one else will write a private policy on her, while she's got an undiagnosed medical condition. Why don't you and some family members chip in, to pay for her testing?
