Should dental and vision be part of regular health insurance?

Why carve those two areas out of health insurance? Your teeth are in your mouth, aren't they? Your eyes are in your head, aren't they? What am I missing here?
--------------------
the cost of dental care is really high, so high that many people just don't get any since many employers don't even offer dental insurance, I just had to pay 400.00 for a crown and my insurance paid about 350.00 to total 750.00 for ONE crown, that is a problem for most people and people's teeth and mouth are in a terrible shape if they don't get regular dental care. I am a caregiver in an ICU and have taken care of many patients who developed serious complications from tooth infections that can affect the heart and also make you wind up on a ventilator with a tracheostomy if it got bad enough and that's a result of the lack of dental care, Im sure these people would have sought care if they had insurance or could have afforded the cost themselves.
