How do the tort laws of countries with national health insurance differ from America's?

It varies, but generally countries that have a national health insurance program also have rather generous social welfare systems that take care of those injured by doctors, both in terms of financial remuneration and personal care. Disputes over the amount of compensation or nature of personal care tend to be dealt with through an administrative system rather than an adversarial proceeding.
