If taxes pay for your health insurance, do voters get to decide a person's lifestyle?

If the US, or any nation, had universal healthcare would the persons on this insurance get to do whatever activities they wished? Would taxpayers allow a person with universal healthcare to smoke? They would be creating costs... Would taxpayers allow a person to eat fatty foods? Again, creating costs... The list of unhealthy activities goes on and on. If people cannot afford health coverage would their life be decided by the voters who are paying for their healthcare?

It's simple. Institute universal healthcare and invest in preventative medicine and education. Then tax severly unhealthy things like alcohol, tobacco sugar and saturated fats. It adds up.
