I have a port wine stain or birthmark that is very large, and which is considered " a pre existing condition " Does this mean I can never have health insurance? Im having procedures down to slowly remove it, and the procedures are partly cosmetic but also medical. Any other information would be healthful... I heard that Hippa created a program for it?
