I hope to hell it's on a sliding fee scale based on my income. I sure as hell can't afford more than about $50 a month!!!

Based upon whats been out there, people making over a certain dollar amount are supposed to be paying more (your amount is way below the amount). However don't be surprised if your federal taxes are raised to help pay for it, but of course they won't tell you that they raised it.
