What does this statement mean and when Health Insurance coverage begins--?

Annual Insurance Deductible $7,500, starting at $55 a month. If I get this plan today and it begins in a week, can I start using my plan in a week? Or do I have to wait till I pay $7,500?
--------------------
A deductible is the amount you have to spend every year out of pocket before the coverage begins. There is usually a waiting period before benefits begin. This is not a good policy. Call a local insurance agent and ask for recommendations on several different companies and policies that fit your needs and budget with a low deductible. Also ask what the waiting periods are for different treatments in a given plan.
