Like if it's the 'hot ticket' for the population of the United states, will the house of representatives & the executive branch be required to purchase said insurance also, or be fined & go to jail??? I mean what's good for the goose is good for the gander! right?

It's been thought about and asked, and has been rather conveniently avoided by ALL politicians. Greed, selfishness, corruption, and political aspirations have no party bias.
