Which is more expensive - 25% health insurance premium hikes or Obamacare?

Health & Human Services predicts waves of health insurance premium hikes across the nation averaging 25% with some as high as 39%.

Well, nothing will change for the people who already have insurance in Obama's plan and that's around 80% of the people. The only thing that will change is that costs will be controlled and so the contributions employees will have make will drop. By making insurance companies compete for clients the premium hikes will also be under control, so I would think health care reform would be less expensive for most people. However, the part of the plan that goes into medicare reform and the public option may make the plan a little expensive to tax payers, but I am not sure of that.
