If raising taxes and charging fines for Health Insurance makes it Deficit neutral, why not raise all taxes and?

just do away with the National Debt? Say, everyone pays 70% taxes for five years, across the board, then This Administration could say THEY fixed the National Debt all by themselves? Would that work?
