If I have been off my parents' health insurance, can I get back on it as per the Health Care reform?

My sister is under 26, and she wants to know if, since she's single and unemployed, it would be possible to get back on our parents' health insurance plan, or do the new provisions only extend to young adults who are already on their parents' insurance plans?

The provision requires insurance companies to provide dependent coverage for children up to age 26 for all individual and group policies. However the rule does not take effect until six months following enactment. The key word is "dependent". Regulations are yet to be written that will clarify to what degree young adults have to be financially dependent on their parents. The new law says that the insurance company has to offer dependent coverage but it doesn't say that she must be reinstated on your parents policy. Stay tuned she can't really do anything until your parents hear from their insurance company...
