If you don't have it, how do you pay for healthcare?

Have to at he moment, as government (in Australia) taxes you if not, depending on your income. This is to be changed soon under election promise as it's not very fair and never accounted for inflation etc. Medicare (Gov) provides basic healthcare for all Australians though regardless.
