Will we see health insurance backed securities traded as CDO's on the open market? It is a win-win situation for brokers, everyone will have to buy health insurance.

Probably. Especially since anyone who doesn't have insurance will be thrown in jail, the incentive to keep paying will be higher than home mortgages.
