How long did it take the people of Massachusetts to figure out how to milk mandatory health insurance?

Here is what they do. They refuse to buy insurance and pay fines (that's cheaper) Whenever they anticipate significant health care spending, they buy insurance for $1000. Then quickly they have all their surgeries, insurance pays $20,000 Three month later they terminate insurance and switch to cheaper fines.
