unemployed 18 to 25 year olds forced to have health insurance under Obamas plan?

if you where laid off, then your ok. But if you quit your last job you will be required by law to keep health insurance or be fined $2700/yr. And by the way thats $225/mo. for the most affordable which is the public option.
